Clint Eisenhower
Strategic Account Executive (Government)
Clint has 18 years of state and federal government experience, and two years of private sector experience serving state and federal government agencies. His expertise lies in program integrity, enterprise risk management, process improvement, program implementation and management, and operations. Before joining Thomson Reuters, he served as the state Medicaid area director at Mathematica, serving public sector clients and leading business development activities in state Medicaid. Prior to Mathematica, Clint was the director of the Governance Management Group and State Liaison Staff in the CMS Center for Program Integrity. In these roles, he and his team developed CMS’ 2018 Medicaid program integrity strategy and ran the Medicaid Integrity Institute (MII). Before joining CMS, he served as the program integrity director in the Pennsylvania Department of Human Services. In this role, Clint was responsible for Medicaid fee-for-service and managed care program integrity, and third-party liability, and he instituted and refined several programs and practices that increased program integrity cost avoidance and recoveries. He also led an enterprise program integrity initiative to strategically and tactically implement efforts to enhance the integrity of the Medicaid, SNAP, LIHEAP, and TANF programs. Clint also worked for the Pennsylvania Auditor General, Department of State, and Department of Military and Veterans Affairs. He has a B.A. in political science from Lebanon Valley College. Clint resides in Pennsylvania with his wife Morgan and daughter Astrid.
Leanne Miles
Business Development Executive
Leanne has almost 30 years of Federal and State Medicaid program, policy, regulatory, and investigative knowledge to ensure fiscal accountability and overall program integrity and compliance in Medicaid and the Children’s Health Insurance Program (CHIP). Leanne has worked in both Federal and State government, for a Medicaid Fiscal Agent, a managed care payor, and a large teaching medical institution, and has a solid understanding of the need to ensure patients have access to quality healthcare, ensuring that healthcare dollars are not misspent, and that administrative burden remains low. Prior to coming to Pondera, Leanne was the Director for the Division of State Partnership for the Center for Program Integrity at the Centers for Medicare and Medicaid Services (CMS), and prior to that, held the Program Integrity Director position for the State of Vermont Medicaid program. Leanne lives in Burlington, VT with her husband and children.
Steve Rubley
President, Government Segment
Steve leads Thomson Reuters portfolio of business across U.S. Federal, State and Local Government customers. In this role, he is responsible for the company’s strategic direction and execution of P&L across the Government sector. Steve also serves as the CEO of Thomson Reuters Special Services LLC (TRSS), a subsidiary of Thomson Reuters supporting the work agencies involved in global security.
The Government business focuses on making a positive impact to our society and communities. We promote access to justice, program integrity in social service programs, enable more effective and efficient governance, support law enforcement and help customers maintain safer communities.
Prior to joining Thomson Reuters in 2008, Steve was Vice President and General Manager of the ChoicePoint Government Services division for ChoicePoint, Inc.
Steve has served as an advisory board member of the Homeland Security Philanthropic Council and the Business Executives for National Security (BENS). Previously, he served as a board member with both the Federation for Identity and Cross-Credentialing Systems (FiXs) and the National Coalition for the Prevention of Economic Crime.
Steve lives in Northern Virginia with and his wife Julie and three children ages ranging from 18 to 23. Steve graduated from Denison University and holds an MBA from George Washington University.
Jon Coss
Vice President, Government Risk, Fraud, and Compliance
Jon Coss is the Vice President of Risk, Fraud, and Compliance for Thomson Reuters Government. Jon has over 25 years in government technology 10 years as the founder and CEO of Pondera Solutions, which was acquired by Thomson Reuters in March of 2020. Pondera’s system uses advanced computer algorithms and artificial intelligence to detect existing and emerging fraud methods in Health Plans, State Medicaid systems, and other large government programs.
Sharon Sayles Belton
V. P. Strategic Partnerships and Alliance for Thomson Reuters
Responsibilities include the development and management of private sector partnerships that serves our Government Customers; management of key government legal and law enforcement trade associations. She also provides oversight and management of community engagement and employee volunteerism in key locations.
Prior to joining Thomson Reuters, Sayles Belton served as director of Community Relations and Corporate Philanthropy at GMAC Financial Services. While at GMAC, Sayles Belton co-founded a nationwide foreclosure prevention program.
Sayles Belton served as mayor of Minneapolis, Minn., from 1994 to 2001. She was the first woman and first African American to be elected mayor. During her time in office, she achieved national recognition as an expert on public/private partnerships in public safety, neighborhood revitalization and economic development. She served on the Minneapolis City Council for 10 years (1984-1994) and was council president from 1990-1994. Sayles Belton began her career with the Minnesota Department of Corrections as a probation and parole agent as later served as the Assistant Director of the Minnesota Program for Victims of Sexual Assault.
